Quality education, as Shri Eswaran articulated, can be broadly outlined as one that satisfies basic learning needs while enriching the lives of learners and their overall experience of living.  Quality measured by standards of literacy and numeracy initially is then a multidimensional, lifelong experience taking place in classrooms as well as other learning environments.  This is fundamentally important to the future well-being of children, young people, and adults.
